AYUSH in Assam

Mainstreaming of AYUSH (Ayurveda, Yoga & Naturopathy, Unani, Siddha and Homoeopathy) under NRHM

NRHM aims at improving and correcting the deficiencies in the healthcare delivery system with a focus on integrating all the available healthcare facilities like AYUSH along with ongoing vertical programmes.

An initiative has been taken by the department of Health and Family Welfare and Dept of AYUSH Government of India for strengthening of health care facilities at all levels by integrating AYUSH systems in National Health Care Delivery Systems.

Physical and functional integration of AYUSH systems are the most important strategy of mainstreaming under NRHM. Integration is facilitating by appointing or collocating AYUSH doctors and creating infrastructure according to local needs.

AYUSH doctors may be used to facilitate management of programmes, monitoring and effective implementation of various interventions under NRHM.

SITUATIONAL ANALYSIS

Ayurvedic and the Homoeopathic are functioning at present as the two Systems of Medicine under AYUSH in the Government sector.

Director of Health Service, Assam in the Health & F.W. (A) Deptt., Govt. of Assam, controls the Ayurvedic and Homoeopathic Dispensaries attached to District Civil Hospital, CHC, PHC & SD.

Director of Medical Education, Assam in the Health & F.W. (B) Deptt. Govt. of Assam, controls the Ayurvedic and Homoeopathic education with one Ayurvedic College and three Homoeopathic colleges.

Ayurveda

Ayurveda literally means Science of life covering various aspects related to healthy life and diseased life, happy life and unhappy life, beneficial life and non-beneficial life. Ayurvedic principles of health care and natural medicine is found scattered in Vedic literature predominantly Atharvaveda. The basis of Ayurvedic treatment is the concept of individualized approach, which is designed on four principles- 1.Avoidance of causative and aggravating factors of the disease, 2.Purification therapy, 3.Palliative or suppressive treatment and 4. Dietary and life style management of the disease. The overall approach of health care both in healthy and diseased states is holistic. The practice of Ayurvedic system among the various ethnic groups is very common in the whole North East Region.

Homoeopathy

Homoeopathy is based on a principle Similia Similibus Curentur which means let like be treated by likes. The Homoeopathic system is a scientific discipline based upon sound and verifiable laws, principles and techniques. In its application to the individual patient, however, it is also an art.

The Homoeopathic System of Medicine may be considered to be a life line not only to strengthening the national health care programme but it would have positive impact on removing many more killer diseases if practiced systemically and scientifically

There are many Private practitioners of Homoeopathy, Ayurveda, Yoga & Naturopathy in the State. AYUSH Doctors serve people mostly in rural areas.

OBJECTIVES of AYUSH
  1. All AYUSH Institutions should be strengthened with necessary infrastructure like building, equipments, manpower etc.
  2. To strengthen the existing infrastructure of the department.
  3. To integrate the remaining AYUSH facilities at DH/CHC/PHC/SD level.
  4. To promote healthy life style.
  5. To recreate interest and faith in Indian System of Medicine & Homoeopathy.(AYUSH)
  6. To promote AYUSH research activities in the state so that more preventive and promotive aspect under AYUSH are developed.
  7. To integrate AYUSH Personnel with National / State Health Programmes / Schemes
  8. To improve the management and technical skills of the AYUSH personnel of the state by imparting in service training.
  9. To collaborate with the concerned departments for promotion of cultivation of medicinal plants at all facilities.
  10. To outreach the entire population of the state by 2012.
  11. Malaria Preventive, Promotive and Curative- A Pilot Project.
  12. To revitalise Local Health Tradition.
ACTIVITIES
  1. Setting up 24 no. of ISM & H Wings & Outdoor treatment Centre: The setting of AYUSH wings in the District Allopathic Hospitals under the Centrally Sponsored Scheme of G.O.I., is being carried out by the Govt. of Assam by sanctioning an amount of Rs.10 lakhs each to 24 districts vide letter no. HLA/1119/2004/pt/88 dated 22/3/07 for the construction of AYUSH wings. It is near completion in Dhubri, Goalpara, Bongaigaon, Nalbari, Darrang, Sonitpur, Lakhimpur, Dibrugarh, Nagaon, Morigaon, Kokrajhar, Udalguri & Baksa district. It is expected that the wings will be full fledged by other component in the year 2011-12, fund of which is already sanctioned by GOI. The other component of AYUSH Wings will be made available after release of remaining amount of Rs.600 Lakhs by Govt. of Assam to NRHM, which is sanctioned vide Letter No. HLA 359/2009/166 dated 06/01/2011., out of the amount of Rs.840 Lakhs sanctioned by Govt. of India for the purpose.
  2. Establishment of Outdoor Treatment Centre of ISM & H: The GoI has already sanctioned Rs.1247.25 Lakhs vide Letter No. R.14012/03/2007/H&D Cell dated 26-02-2007 for setting up of 125 nos. (50 Ayurvedic and 75 Homoeopathic) Outdoor Treatment Centre at PHC level under the NRHM. Govt. of Assam has sanctioned the amount vide Letter No. HLA. 359/2009/165 dated 06/01/2011 and the process for release of the said amount to NRHM is going on.
  3. Yoga Programme in 500 High Schools covering all the 149 blocks of 27 districts is going on.
  4. Process for procurement of Essential Homoeopathic and Ayurvedic drugs, under the Centrally Sponsored Scheme, G.O.I., has already been made by NRHM for both the regular and contractual M.O. of AYUSH.
  5. State Level TOT programme on Mainstreaming of AYUSH under NRHM was held from 4th to 12th October’2010. It was held in 3 batches of 3 days each. Total 90 numbers of participants comprising Medical Officer, Ayurvedic and Homeopathic, both from State Health Service & NRHM from different districts of the state attended the ToT. Resource persons were from among the Directorate of Health Service, Mission Directorate, NRHM and Govt. Ayurvedic College, Guwahati.
  6. District level training programme for AYUSH Doctors in fourteen districts namely - Barpeta, Dhemaji, Dhubri, Dibrugarh, Golaghat, Jorhat, Kamrup (M), Kamrup (Rural), Karimganj, Morigaon, North Lakhimpur, Sivasagar, Tinsukia, Udalguri are already held in the month of November / December’2010.
  7. State Level Training of Trainers for LHV / ANM / ASHA FACILITATOR / ASHA / AWW on mainstreaming of AYUSH under NRHM followed by District level Training will be held in the month of January-February’2011.
  8. A book on commonly used domestic medicinal plants is under process of publication under NRHM.
